Short answer: To apply for an Australia visitor visa from the Philippines, lodge the Tourist stream (subclass 600) application online in ImmiAccount, upload your documents and pay the charge. Then book biometrics at a VFS Global centre in Manila, Cebu or Davao when you receive the request email. A flight reservation for visa costs $15.
Filipino passport holders need a visa to visit Australia, and the usual route for a holiday or a family visit is the Visitor visa (subclass 600) in the Tourist stream, applied for from outside Australia. The most important thing to understand is where the application actually goes. The Australian Embassy in the Philippines says all visa applications are lodged through ImmiAccount, the online system of the Department of Home Affairs, and that no paper applications are accepted. There is no counter where you hand in a tourist visa file.
What you do attend in person is a biometrics appointment. Visa applicants in the Philippines must give a face photo and fingerprints for each application, unless exempt, and they do it at an Australian Biometrics Collection Centre run by VFS Global in Manila, Cebu or Davao, after Home Affairs emails a request.
This guide is written for applicants in the Philippines. It is different from our Australia visa from India guide, which covers India's own centres and prices, and it goes deeper than our note on whether a flight itinerary is required. Sources are the Australian Embassy in the Philippines visa page, its where to apply page, and the Home Affairs Visitor visa Tourist stream page. Confirm details there before you lodge.

Do Filipinos Need a Visa for Australia?
Yes. Filipino travellers visiting Australia apply for a Visitor visa (subclass 600). For a holiday, a cruise or a visit to family and friends, the right stream is the Tourist stream, applied for outside Australia. Business meetings use the Business Visitor stream, and a relative in Australia can lodge a Sponsored Family stream application instead; those are separate products.
Home Affairs says it generally grants a stay of 3 months, and may grant up to 12 months in some circumstances. Parents of Australian citizens or permanent residents can ask for a longer visa, which is decided case by case. You cannot work on this visa.
Applying from the Philippines as a foreign resident
If you are not Filipino but live in the Philippines, you still lodge online and attend biometrics locally. The Embassy says biometrics apply to every applicant in the Philippines regardless of nationality, unless excluded or exempt.
Where You Actually Apply: ImmiAccount Online
The Embassy page is explicit: all visa applications for Australia are lodged through ImmiAccount, and no paper applications are accepted. Its where to apply page adds that clients will not be admitted to the Embassy to lodge visa applications except in a genuine emergency, and that needing to travel on a booked date is not an emergency.
So the submission location for a tourist visa is your own computer or phone. You create an account at ImmiAccount, choose Visitor (600), complete the form, attach documents and pay the visa charge by card, PayPal or another listed method. Home Affairs recommends attaching all documents when you lodge, because it may decide on what you supplied.
What about the visa centre?
The Embassy's where to apply page still mentions a VFS Australian Visa Application Centre for paper lodgement of some other categories, such as transit or medical treatment. That does not apply to the Tourist stream, which is lodged online. For tourists, the VFS centre's role is collecting biometrics after you lodge.
The Embassy address, for reference
The Australian Embassy is at RCBC Plaza, Tower 2, Level 23, 6819 Ayala Avenue, Makati City 1200 Get directions, telephone +63 2 7757 8100. It is not a lodgement point for visitor visas and does not handle general visa questions; Home Affairs runs a Global Service Centre on +61 2 6196 0196, Monday to Friday, 9am to 5pm local time.
Biometrics: Only After the Request Email
Do not book biometrics before you lodge. Home Affairs says it will let you know if you need to provide biometrics. The Embassy says that when you lodge online you will be sent a request to provide biometrics by email, because biometrics are required for each application in the Philippines unless you are excluded or exempt.
- Lodge the application in ImmiAccount and pay.
- Wait for the biometrics request email from Home Affairs.
- Book an appointment at an Australian Biometrics Collection Centre run by VFS Global.
- Attend with your passport and a copy of the request email.
- Give your face photograph and a 10-digit fingerprint scan, which the Embassy describes as a quick and easy process.
The Embassy says you must provide your biometrics within 14 days of online lodgement, or notify the relevant visa processing office if you are unable to. If your request letter gives a different date, follow the letter. The centre charges PHP 615 including taxes, separate from the visa charge. You give biometrics every time you apply, even if you did so on an earlier visa.
Biometrics Centres in Manila, Cebu and Davao
The Embassy confirms that VFS Global operates three Australian Biometrics Collection Centres in the Philippines. The VFS centre pages for Manila, Cebu and Davao list these addresses:
| Centre | Address | Directions |
|---|---|---|
| Manila (Makati) | 6th Floor, Makati Circuit Corporate Center Tower Two, AP Reyes St., Brgy. Carmona, Theater Drive Circuit Makati, Makati City 1207, Philippines | Get directions |
| Cebu | Unit 01-04, 7th Floor, Faustina Center, Bonifacio District, F. Cabahug St., Kasambagan, Cebu City 6000, Cebu, Philippines | Get directions |
| Davao | Unit No. FES08, 2nd Floor, Alfresco Area, Felcris Centrale, Barangay 40-D, Quimpo Boulevard, Davao City 8000, Philippines | Get directions |
Each centre is open Monday to Friday, 07:30 to 15:00. The biometric collection fee is PHP 615, including taxes. VFS also lists an optional walk-in service for an extra PHP 1,440; booking an appointment as soon as the request arrives avoids that extra cost. If your booking confirmation shows a different address or time, follow it.
Practical tips for the appointment
- Book the nearest centre as soon as the request email arrives, so you stay inside the deadline.
- Metro Manila and Luzon: the Makati centre is in Circuit Makati; allow generous time for traffic and aim to arrive 15 minutes early.
- Visayas: the Cebu centre is in the Faustina Center in Kasambagan; applicants from other islands usually travel the day before a morning slot.
- Mindanao: the Davao centre in Felcris Centrale saves a trip to Manila or Cebu.
- Bring your passport and a copy of the biometrics request email.
- Arrive before 15:00, when the centres close.
Use the map links to get directions from your location. Do not go to the Embassy in Makati for biometrics; it does not collect them for visitors.

Visa Charge and Other Costs
The Home Affairs visa pricing table, updated 1 July 2026, lists AUD 250 per applicant for the Visitor (subclass 600) Tourist stream applied for outside Australia. Concessions apply only in limited circumstances, such as eligible Pacific Island and Timor-Leste citizens. The charge depends on the date Home Affairs receives your application, so check the table or the Visa Pricing Estimator on the day you lodge.
| Cost | Amount | Paid to |
|---|---|---|
| Visa application charge, Tourist stream outside Australia | AUD 250 per applicant | Home Affairs, in ImmiAccount |
| Biometric collection fee | PHP 615 including taxes (optional walk-in service extra PHP 1,440) | VFS Global |
| Health examinations, if requested | Panel physician fee | Clinic |
| Police certificate, if requested | Fee set by the issuing authority | Issuing authority |
Home Affairs only accepts Australian dollars for visa charges. The charge is not returned if the visa is not granted, so lodge a complete file the first time.
Documents to Upload in ImmiAccount
Home Affairs lists these documents for the Tourist stream. Scan them clearly in colour and name each file so the officer can find it.
Identity
- Passport pages with your photo, personal details and issue and expiry dates.
- A national identity card, if you have one.
- Proof of any change of name, such as a PSA marriage certificate.
Genuine visitor evidence
- Itemised personal bank statements for the last 3 months, or proof of access to funds.
- If someone else pays, their bank statements and proof of the relationship.
- An invitation letter from a family member or friend in Australia stating the relationship, the purpose and length of the visit and whether you will stay with them.
- Your plans in Australia: dates, cities, flights and where you will stay.
Reasons to return to the Philippines
- A letter from your employer confirming approved leave and your return to work, with payslips.
- Proof of current study, if you are a student.
- Proof of immediate family in the Philippines, such as PSA birth or marriage certificates.
- Proof of property or a business, such as a land title or DTI or SEC registration.
Home Affairs may also ask for health examinations or a police certificate. You can complete health examinations before applying or wait until asked.
Preparing Files: Translations, Scans and Payment
Home Affairs gives precise rules for how documents should look in ImmiAccount. Following them avoids requests for more information.
- Translate every document that is not in English, and upload both the original and the translation.
- Translators outside Australia do not need to be accredited, but each translation must show, in English, the translator's full name, address, telephone number and their qualifications and experience in the language.
- Certification is not needed unless Home Affairs asks for it.
- Scan in colour, clearly and legibly, and save a multi-page document as one file.
- Pay the charge: Home Affairs will not process the application until it is paid.
Most Philippine civil documents, such as PSA certificates, are already in English. Translate anything in Filipino or another language, such as a barangay certificate or a handwritten letter from a relative.
Children and Family Applications
Applicants under 18 should provide a copy of their birth certificate showing both parents. Anyone with a legal right to decide where the child lives who is not travelling must complete Form 1229 (consent to grant an Australian visa to a child) or a statutory declaration giving consent. If a guardian other than a biological parent has custody, upload adoption papers or court orders.
Families can submit their applications together in ImmiAccount. Each person still needs biometrics, including children, unless exempt, so book appointments for everyone after the request emails arrive.
Decision Examples From the Philippines
These examples apply the published Home Affairs and Embassy rules to common situations. They show how to build the file, not what the decision will be.
A nurse in Cebu visiting her sister in Perth
She lodges the Tourist stream online with her passport, three months of itemised bank statements, an employer letter confirming approved leave and her return, and an invitation letter from her sister stating their relationship, the visit length and that she will stay with her. When the biometrics request arrives she books the Cebu centre, so she does not need to fly to Manila.
A retired couple in Davao visiting their son in Brisbane
They submit their applications together in ImmiAccount. With no employer letter, their ties come from pension or bank records, property documents and family in the Philippines. Each spouse receives their own biometrics request and attends the Davao centre. If their son is an Australian citizen or permanent resident, they can explain in the application if they want a longer visa, with proof of his status.
A freelance designer in Quezon City with irregular income
Bank statements with uneven deposits need context. She adds client contracts or invoices, proof of business registration if she has it, and an explanation of large deposits. Home Affairs asks for proof you have enough money for your stay and to leave Australia, so show savings that cover the trip.
A family of four where one parent stays home
The travelling parent lodges for themselves and the two children together. Each child's file includes a birth certificate showing both parents, and the parent who stays in the Philippines completes Form 1229 or a statutory declaration giving consent. All four, including the children, attend biometrics unless exempt.
Step-by-Step: How to Apply From the Philippines
- Check your passport is valid; get a new one before you apply if needed.
- Create an ImmiAccount and start the Visitor (600) Tourist stream application.
- Prepare documents: identity, funds, plans, ties to the Philippines and any invitation letter.
- Pay the visa charge in Australian dollars and lodge.
- Book biometrics at a VFS centre in Manila, Cebu or Davao after the request email; the Embassy says within 14 days of online lodgement.
- Respond to requests for health checks or more information by uploading in ImmiAccount, not by email.
- Stay outside Australia until the decision, and do not travel until the grant arrives in writing.
- Check the grant in your email and in VEVO; there is no label in the passport.
Processing Times and After You Apply
Home Affairs publishes a processing times guide based on recently decided applications. It is a guide, not a promise for your case. Lodging early, attending biometrics quickly and uploading complete documents avoid the most common delays.
The Embassy says you track the status in ImmiAccount and upload any extra documents there. Emailing documents to the Embassy instead can slow your case, and the visa office does not acknowledge extra documents. The decision is emailed if you chose electronic communication.
When the visa is granted, read the grant letter for the stay period, whether it is single or multiple entry, and any conditions, such as 8503 No Further Stay.
After the Decision: What the Grant Tells You
Home Affairs sends its decision in writing. The grant tells you your visa grant number, the date the visa starts and its conditions. Keep a copy with you in Australia. There is no label in your passport, so the grant letter and VEVO are your record.
If the visa is refused, Home Affairs says it will tell you in writing why, and whether you have a right to a review. Read the reasons carefully before you lodge again, and fix the gap rather than repeating the same file.
Before a decision, tell Home Affairs if things change: if you want to withdraw the application, if your phone number, address or passport changes, if your relationship status changes, or if a child is born.
At the border you need a valid visa and passport, and everyone arriving completes an Incoming Passenger Card.
Getting Help Without Fixers
The Embassy says its staff cannot assist with general visa enquiries; Home Affairs manages applications. For questions, call the Global Service Centre on +61 2 6196 0196, Monday to Friday, 9am to 5pm your local time. Select option 6 straight after dialling to use a Translating and Interpreting Service interpreter.
Home Affairs only responds to the applicant or a person the applicant has formally authorised in writing on the relevant form. If you use a registered migration agent, tell Home Affairs and upload the appointment form in ImmiAccount. For a case already lodged with the Embassy's visa office, use the Australian Immigration Enquiry Form linked from the Embassy page.
If you did not choose electronic communication, the decision is sent by courier at extra cost, so ticking electronic communication is usually faster.
Flight and Hotel Reservations for Your Application
Home Affairs asks about your plans while in Australia, but it does not require a paid fare before the visa is granted. It tells applicants not to arrange travel until they are told in writing that the visa is granted. A reservation that shows your intended dates is the sensible middle ground.

A BookForVisa flight reservation supports your ImmiAccount upload:
- A flat $15 per person for a flight reservation, and $15 per person for a hotel reservation.
- A real PNR you can check on the airline's own site.
- Valid 48-72 hours.
- Free date changes on the booking day only.
- It can be issued even while you are at the visa centre.
If you use another provider, a dummy ticket should still be a verifiable reservation matching your application dates. Filipino travellers planning Asia trips too may find our Japan visa from the Philippines guide useful for comparison.
Common Mistakes Filipino Applicants Make
- Looking for a place to hand in a paper file. Tourist visas are lodged online only.
- Going to the Embassy in Makati. It does not take visitor applications or biometrics.
- Booking biometrics before lodging. Wait for the request email.
- Missing the 14-day biometrics window.
- Thin evidence of ties. Include employer leave letters, family and property proof.
- Unexplained deposits in bank statements just before lodging.
- Travelling to Australia before the grant. You must be outside Australia at the decision.
- Paying fixers. The Embassy warns about visa scams; only use ImmiAccount and VFS.
