Verpflichtungserklärung and Visa Dates: Sponsor vs Flight Evidence

Verpflichtungserklärung and Visa Dates: Sponsor vs Flight Evidence

Short answer: A German Verpflichtungserklärung is a formal financial pledge, not a flight booking. Compare the sponsor and guest details, certification date, visit purpose and any stated travel period with the visa file. The Foreign Office generally expects no more than six months between the pledge and visa issuance; five years concerns a separate liability rule. If your mission asks for travel evidence, a genuine flight reservation for visa addresses that separate requirement.

This guide is for applicants and sponsors reconciling a declaration of commitment with a real visa timeline. It preserves the source’s eight-line comparison, three clocks and fictional Delhi date example, while separating financial liability from travel-proof documents.

Key facts

  • A declaration of commitment is a formal financial promise made through the responsible authority.
  • The Foreign Office generally advises no more than six months between the declaration and visa issuance.
  • Section 68 describes a distinct five-year liability period after the entry enabled by the pledge.
  • The India family-and-friends checklist separately lists invitation, flight reservation and insurance.
  • Neither sponsorship nor a reservation guarantees a visa decision.

Official-source check: The Federal Foreign Office declaration FAQ explains costs, six-month guidance and correction limits. Section 68 of the Residence Act defines the main liability period. The German Missions in India visit checklist separates the declaration from flight and insurance evidence.

What Is a Verpflichtungserklärung, and What Does It Not Prove?

What Is a Verpflichtungserklärung, and What Does It Not Prove?

Make it in Germany's glossary entry on the declaration of commitment explains that people living in Germany may invite foreign nationals from non-EU states by submitting a Verpflichtungserklärung to a foreigners authority. The host guarantees the guest's financial support during the stay. Some cities, including Offenbach am Main and Wiesbaden, also take it online.

The Federal Foreign Office's FAQ page describes how far the promise reaches. When the invited person cannot pay from their own funds, the host can pledge to cover all costs incurred during the stay, including medical treatment and repatriation costs to the home country.

That is full financial responsibility under sections 66 to 68 of the Residence Act. The Foreign Office counts food, housing, clothing, and other basic needs as living expenses, plus care in illness or long-term care. The breadth explains why the local immigration office checks the host's financial standing before it certifies the signature.

A local foreigners authority decides which sponsor documents and residence status it accepts. Requirements for individuals and legal entities vary by municipality; a Stuttgart rule should not be applied nationwide. Ask the office responsible for the host’s residence before paying or signing.

A host who is not a German citizen should ask the responsible foreigners authority which residence document it accepts. Do not assume every temporary permit qualifies or that one city’s eligibility sheet governs another.

A declaration of commitment is not the same as an ordinary invitation. The Federal Foreign Office says an invitation proves the purpose and needs no special form; a host who undertakes to cover the guest’s costs may need the formal pledge. The mission’s visa-category checklist determines what financial evidence to submit.

The current German Missions in India family-and-friends checklist treats a Verpflichtungserklärung as sponsor evidence if provided and separately lists the signed invitation, flight reservation and medical insurance. Applicants with their own funds should follow the checklist’s applicable financial-evidence line; do not import a Tripoli-specific alternative into an India application.

Family reunion and other national visas have different financial rules. Do not assume the short-stay visitor checklist or a local Cologne sheet decides whether a declaration is suitable for those categories. Ask the responsible mission and foreigners authority.

Each paper in a sponsored visit answers a different question.

Compare the declaration’s actual printed identity, purpose, issue date and any stated visit period with the invitation and visa form. The current India visit checklist separately requires travel medical insurance covering the whole Schengen trip and a flight reservation; an insurance start after arrival is a separate defect.

The Federal Foreign Office describes the official declaration form as forgery-resistant and says changes should be made only before certification. Never hand-edit the sealed original or a scan to make it match changed travel dates.

That wording suggests a corrected declaration rather than an edited one, so ask the authority before anyone writes on the page.

Line 4 has two different figures in the sources, and the next section sets them side by side.

Line 6 means the host sends the certified original itself, not a photograph of it.

Line 2 is easy to overlook. The City of Cologne's service page lists separate purposes, including a visit, a study or language course, work, business, and family reunification. The purpose is part of what the host promised to fund. If your plans move from a visit to another purpose, treat the existing declaration as describing the old plan.

One habit helps with all eight lines. Make a single sheet listing the guest's name exactly as printed in the passport, the arrival and departure dates, the host's address, the certification date, and the appointment date. Hold each paper beside that sheet and mark where it differs.

Why Do the Six-Month and Five-Year Figures Both Appear?

Search results mix three clocks that run on different things. Treating them as one produces wrong appointments, so separate them first.

The first clock measures freshness, and it decides most files. The Federal Foreign Office's FAQ says no more than six months should normally lie between the host submitting the declaration and the visa being issued, because finances can change. After that period, a new declaration is normally needed.

The Foreign Office’s general advice is that normally no more than six months should pass between submission of the declaration and visa issuance. Individual missions may also state age requirements for the original at filing. Check the current handling mission’s rule rather than treating every local page as identical.

The second clock is the statutory liability period, not the usable age of the document for a new visa. Section 68 of the Residence Act describes a five-year reimbursement period for specified public living-support costs from the entry enabled by the declaration. Other cost rules can differ; the host should read the full official obligations before signing.

Do not treat the guest’s planned visit dates as an automatic cancellation of every liability. The legal scope of the host’s obligation is a financial matter; ask the certifying authority for advice on the specific document and circumstances.

Six months and five years measure different things: the usual maximum interval between declaration and visa issue under Foreign Office guidance, and a statutory liability period that may run after entry. Neither figure guarantees acceptance of an old declaration for a fresh application.

A Schengen application has its own lodging window under the current visa rules and the handling mission’s appointment process. Count this from the trip dates separately from the age of the host’s declaration; do not assume an available appointment or decision time.

Long stays add a caution. Berlin's immigration office says a declaration can secure a long-term stay only for certain purposes, so a national visa applicant should confirm with the mission that it fits the visa sought.

The order follows: fix the travel dates and appointment, then time the declaration so the decision falls well inside six months.

Do not ask the host to sign long before the application merely as a precaution. The Foreign Office says German law does not provide a simple revocation mechanism for this pledge. The host should understand the possible financial exposure and ask the certifying authority before signing.

Study and Opportunity Card cases use category-specific funding rules. Official Make it in Germany guidance lists a declaration of commitment as one possible funding route in some cases, but the required amount, term and suitability must be checked for the actual visa category and year.

How Does One Delhi Case Look When the Dates Are Laid Out?

This Delhi timeline is fictional and illustrates how the clocks can diverge. It is not an appointment forecast or legal calculation of a filing deadline. Verify any real date against the current mission checklist and the authority that issued the declaration.

Anna Weber, a German citizen in Offenbach am Main, invites her friend Daniel Brooks from Delhi for a 15-day visit on a visitor visa. Anna will act as financial sponsor because Daniel's savings are modest.

She signs her declaration on Thursday, 12 November 2026, when the plan is a March trip. Daniel's employer then moves his leave to 14 to 28 June 2027, and the first appointment slot on offer is 3 May.

Anchor for insurance and invitation letter

Run the eight lines against these dates. Identity and purpose pass, because the paper names the same guest and a visit.

Line 3 is the first problem. If the declaration or the invitation letter carries the March dates, both describe a different visit, and Anna's office has to say whether the certified paper still fits. Line 8 is routine: Daniel's insurance must run 14 to 28 June, matching the new invitation letter.

The fictional 24 May decision would be after the six-month anniversary of the 12 November declaration. That is where the Federal Foreign Office’s usual advice suggests a fresh declaration may be needed. Confirm with the handling mission; do not assume submission before the anniversary alone resolves it.

The same late appointment also leaves little time before the proposed trip. Check the current mission’s latest lodging rule and appointment availability instead of relying on a hard-coded 24 May cutoff; public holidays and document requests can change the practical timetable.

Daniel has three ways out. He can ask the centre for an earlier slot, since any date from 14 December onward falls inside the window.

Anna can ask her responsible foreigners authority whether it will issue a new declaration nearer the appointment and what fee and proof it currently requires. A second pledge is a meaningful financial commitment, not a casual date-change service.

Daniel can ask the mission whether the existing original still meets its age rule. The Foreign Office says a new declaration is normally needed after six months, so do not plan on an unpublished tolerance.

The current German Missions in India family-and-friends checklist does list a flight reservation, separately from the invitation, any declaration and insurance. A declaration never substitutes for that itinerary evidence. Check the checklist applicable to Daniel’s actual residence and visa category.

BookForVisa can provide a proposed flight reservation if the handling mission requires one. Confirm its current status, verification and change terms before ordering. The reservation is not an issued ticket and does not prove the sponsor’s ability to pay.

What Do You Check or Correct When a Date Moves After Signing?

Dates move more often than declarations do. Employers change leave, slots shift, and passports get renewed. Each change touches a different paper, so read the branches below in order and stop at the first one that fits.

If Only the Travel Dates Moved

When the appointment and the expected decision still fall within six months of certification, update the invitation letter, the insurance period, and the dates on the visa application. Then ask the local immigration office whether the stay period on the certified declaration must match the new visit, since the answer depends on how the form describes the stay.

If the Decision Will Land Past Six Months

If visa issuance may fall more than six months after the declaration, ask about a new one or an earlier appointment. The Foreign Office says a new declaration is normally needed; do not treat six months as a guarantee of acceptance or claim an unpublished exception.

If the Valid Passport or Name Changed

A renewed passport after certification is a data change on a sealed paper. Because the Foreign Office allows alterations only before certification, the likely route is a corrected declaration. We read that as an inference, not a rule, so put the question to the authority with the old and new passport numbers in hand.

If the Host's Circumstances Changed

The six-month rule exists because finances move. A host who changed jobs or took on new financial obligations between signing and the appointment should tell the authority before the mission raises it. This is our judgment, not a sourced duty, but it costs one phone call and avoids a surprise.

If the Purpose Changed

A visit that becomes a language course visa or a study plan is a different request. The City of Cologne treats these as separate purposes, so ask whether the existing declaration can be used or a new one is needed.

If Anyone Wants to Cancel

The Foreign Office says the law does not provide for revoking a declaration and that it cannot promise a revocation would stop a visa being issued. Anyone considering withdrawal should ask the authority that certified the paper, not the mission.

Before contacting anyone, write down five things: the certification date, the old and new travel dates, the appointment date, the expected decision date, and the passport number with its expiry. Those five facts answer most of the questions either office will put to you.

Who Do You Ask, and What Do You Bring?

Two offices own two different answers. The local immigration office owns the declaration itself: whether the host qualifies, what it costs, and how long certification takes. The mission owns the visa process: whether it wants a declaration, how old it may be, and what else belongs in the file.

What the Host's Office Decides

The local foreigners authority normally receives and certifies the declaration for a host living in Germany. Check its current procedure and whether an in-person signature, online application or representative is permitted; municipality pages differ.

Book early enough for the responsible office’s actual process. Local pages show different appointment and document-review periods; neither a same-day certification nor a fixed several-week delay should be promised nationwide.

Bring documents in original and copy form. The German embassy in Harare's sheet asks for three months of payslips in both. The Landkreis München page asks for the latest net payslip, and where net income is unclear, three salary transfers on bank statements.

Self-employed hosts need more. Hamburg's service page (updated 24 October 2025) lists the current tax assessment, a profit and loss account, and a certificate from a tax advisor where useful. Berlin accepts a tax advisor's income certificate but says an existing business evaluation alone is not enough.

The host’s creditworthiness is assessed under the responsible authority’s current scale, household obligations and the intended guest’s circumstances. An older Berlin euro figure is not a reliable nationwide income threshold and may have changed.

Maintenance obligations to the host's own family raise the net monthly income needed, so stable income alone may not be enough.

Unverified monthly figures circulating in travel guides should not drive a financial pledge. Ask the local authority for its current solvency scale, accepted proof and treatment of existing dependants.

The fee and reductions must be checked against the current federal fee schedule and the local office’s page before payment. A quoted historical amount is not a promise of today’s charge.

Cologne's sheet says the fee is due even if solvency is not shown. A charge of €0.50 per photocopied page also appears in guides, but none of the official pages we read lists it.

The Kaiserslautern sheet says two copies are issued: one stays with the authority, and one goes to the host to send to the guest.

What the Mission or German Embassy Decides

Read your mission's checklist for your visa type, not a general summary of visa requirements. Check whether the declaration is listed, whether the original plus a copy is needed, and how old it may be. The checklists we read for family and friends visits also ask for a formal invitation letter and financial proof.

Ask the mission whether the declaration is appropriate for this applicant and whether original, copy or additional financial evidence is required. The certifying authority, not a travel-booking service, decides the declaration’s form and the mission decides its use in the visa file.

Which Questions Come Up Before Submission?

Does the Declaration Replace Insurance Cover?

No. The Landkreis München page says the guest must still show health cover, and the checklists list insurance as its own item.

Can Two Visa Applicants Share One Declaration?

If one income is too low, the City of Stuttgart says a host can give the declaration jointly with others, such as a family member. Cologne's sheet adds that hosts who submit declarations together each pay the fee.

Is a Declaration Needed if the Guest Can Pay On Behalf of Foreign Nationals?

Not necessarily. The Foreign Office frames the pledge for guests who cannot fund the stay, and the Tripoli checklist accepts bank statements instead. Confirm against your own checklist.

No. A declaration of commitment is financial sponsorship evidence, not a flight confirmation. The current India family-and-friends checklist separately asks for a flight reservation; check the relevant checklist for your own visa category.

It does not confirm a flight. Whether it names the visit period depends on the form. A flight reservation shows proposed travel, not who pays, and the checklists we read for these visits do not list one.

How Long Can a Schengen Visit Last on It?

The Berlin service page says Schengen visas cover stays of up to 90 days, the limit set under the Schengen agreement. Insurance must cover all Schengen states for that period, as the India checklist says.

Will a Certified Declaration Get the Visa Approved?

No. The Stuttgart service page says the decision rests with the mission regardless of a positive declaration.

Matching the Declaration to Your Application Dates

For a Delhi visitor sponsored by a host in Germany, the declaration is a financial pledge with a certification date, while the invitation and reservation describe the trip. Set proposed travel dates, then check the host’s document against the Foreign Office’s usual six-month-to-visa-issuance guidance, the mission checklist and the separate flight and insurance lines. Do not assume the document alone secures the visa.

If a date, passport or purpose changes, ask the certifying authority how to correct the official pledge and ask the mission which replacement evidence it needs. Do not edit the original or a scan. A flight reservation, where required, proves only proposed travel, not who funds it or whether a visa will be issued.

Practical decision workflow

  1. Read the mission checklist for the guest’s real visa type and the host’s local foreigners-authority instructions.
  2. Confirm that a formal financial pledge is needed and that the host understands the possible liability.
  3. Record the guest’s passport details, proposed visit purpose, appointment and travel dates before certification.
  4. Compare the certified original with the invitation, visa form, insurance and any separately required flight reservation.
  5. Check whether visa issuance may fall outside the Foreign Office’s usual six-month interval; ask the mission or authority about a replacement if dates move.
  6. Submit only genuine, current documents. Have the authority correct its pledge and the issuer update its reservation; never hand-edit a sealed record.

Frequently Asked Questions

Is a Verpflichtungserklärung a flight reservation?

No. It is a formal financial commitment. The handling mission may separately ask for a flight reservation, as the current India visitor checklist does.

Is it valid for five years for visa applications?

Do not use the five-year liability period as a document-freshness rule. The Foreign Office generally expects no more than six months between submission of the pledge and visa issuance.

Can the host revoke or edit it after certification?

The Foreign Office says no simple statutory revocation is provided and changes should be made before certification. Ask the certifying authority how to handle a change.

Does a certified declaration guarantee a visa?

No. The diplomatic mission assesses the complete application, including purpose, funding, insurance and travel evidence.

Friendly reminder: BookForVisa provides travel-proof documents for planning and visa-application support. Requirements vary by destination, consulate, visa category and applicant situation. A flight reservation can support a file, but it does not guarantee approval, boarding or entry.
